WA:Barnett under attack over IR inaction
PERTH, Aug 16 AAP - The right-wing industrial relations think tank, the HR Nicholls
Society has joined the attack on West Australian Premier Colin Barnett, accusing him of
stifling the state's productivity.
It followed comments by Howard government minister Peter Reith who blasted Mr Barnett
over his inaction on IR reform and allowing an "open-door policy" for unions on worksites.
HR Nicholls Society president Adam Bisits said the WA Premier's attitude towards workplace
reform was "stifling initiative and entrepreneurism".
Last month Mr Barnett junked a $850,000, government-commissioned review into the state's
IR system which recommended having both individual and collective workplace agreements.
The review by lawyer Steven Amendola also recommended increasing the number of small
businesses exempt from unfair dismissal laws and tightening right of entry laws for unions.
Mr Bisits said Mr Barnett's recent push towards deregulated trading hours would be
stymied if he refused to reform workplace relations.
"Mr Barnett, who didn't refer his state powers to the commonwealth, has squibbed the
chance to introduce a more flexible regime in his state", Mr Bisits said.
"Mr Amendola's proposed reforms would have given small business the flexibility they
crave and sent a strong signal to the business community that he supported a system that
delivers higher productivity."
In explaining why the WA government would ignore all of Mr Amendola's 193 recommendations,
Mr Barnett said they were too much like Work Choices.
But Former federal IR minister Peter Reith said Mr Barnett had adopted "a novel tactic
... of using Labor's scare campaign against the federal coalition to justify his inaction".
Mr Reith, wrote on the ABC Drum website, the WA Liberals used to lead the way on IR
reform but now they had put it in the "too hard basket".
Last week WA Transport Minister Troy Buswell said the federal government's IR changes
had allowed unions to strike at Esperance port, costing it 260,000 tonnes of iron ore.
But Mr Reith said the WA government would have a lot more credibility on the issue
if it looked at its own backyard.
He urged Mr Barnett to introduce a code of conduct for the building industry to help
"moderate poor behaviour on government construction sites" but the premier has said it
was not a problem.
Mr Reith said that if the government refused to reform its state system it could "hardly
support the resource sector's call for a better federal system".
"The WA approach will only embolden WA unions to focus their energies against the resource
sector and will ensure that the problems in Esperance will spread."
While individuals had only a certain timeframe to make an unfair dismissal application,
Mr Reith said no time limit applied to unions.
"The current laws are as good as an open-door policy for unions," Mr Reith said.

CANBERRA, Feb 19 AAP - Sydney man Robert Jovicic faces an uncertain future following
the immigration department's decision to grant him only a temporary visa, a Greens senator
says.
Senator Kerry Nettle welcomed the news today that Mr Jovicic had been issued a Special
Purpose Visa (SPV) that will allow him to stay and work in Australia for two years.
But she said the decision not to grant him permanent residency meant the issue had
not been resolved.
"Whilst I am glad Robert is not being deported again I am left bemused as to why the
immigration minister has been unable to grant him residency," Senator Nettle said.
"(Immigration Minister Kevin Andrews) has kept the uncertainty in Robert's life with
this decision."
She said it was not clear how the decision to keep Mr Jovicic on a temporary visa helped
the Australian community.
"Robert Jovicic only has one home and that is in Australia," she said.
"To remove the right to his home does nothing to help Robert's rehabilitation into
the community."
Mr Jovicic, 42, was born in France to Serbian parents who moved to Australia when he
was two. He never became an Australian citizen and is now stateless.
Despite living in Australia most of his life, he was deported to Serbia in June 2004
after committing a string of crimes linked to his heroin addiction.
He was allowed back after declaring himself destitute in Serbia.
But the government earlier this month warned Mr Jovicic it could place him in immigration
detention if he did not apply for Serbian citizenship by today.
His SPV, which had been renewed several times since his return, expired earlier this month.
Mr Andrews today said the government had decided to grant Mr Jovicic a visa, subject
to several reporting conditions.

WINDHOEK, Jan. 20, 2011 (IPS/GIN) - As South Africa declares a national disaster due to flooding, other countries in the region hold their breath while water levels continue to rise.
With dozens dead and damages exceeding $50 million across eight of its nine provinces, South Africa is experiencing its heaviest floods in years. The Orange River, which runs 2,300 kilometres from Lesotho east to the Atlantic Ocean at the Namibian-South African, has reached its highest level in decades.
"The floods are earlier than previous years," says Maria Amakali, Namibia's Director of Water Resource Management who sits on the the Orange-Senqu River Commission. "Irrigation schemes on the border are flooded, lodges are under water and some small communities are flooded to the point they dont have drinking water, because the water treatment plants are submerged."
The Zambezi
"The water in the Zambezi is much higher than is normal for this time of year," Guido van Langenhove told IPS. "This morning we measured three metres at Katima Mulilo, normally it should be half that." The Zambezi is considered to be flooding when the water level breaks through the 6-metre mark.
Van Langenhove, Director of Hydrology in Namibia's Ministry of AgricultureM warns that floodwater from heavy December downpours in upstream Angola are gradually making their way down Southern Africa's largest river, traversing six countries.
"The Zambezi usually reaches its peak around March or April, but there are signs that flooding will occur earlier, depending on the rain in the coming months."
Flooding of the mighty Zambezi has caused havoc in the basin in the past, notably in 2000, 2001 and 2007.
Water authorities in the region have strengthened early warning systems to head off disasters that leave people like Hamaundu destitute.
"We get readings from six stations in the Zambezi and its tributaries, that allow us to predict the water levels two weeks in advance," says Van Langenhove about the area where four countries share a common border along the Zambezi.
"In addition we get satellite images from NASA that allow us to monitor the rainfall and flooding situation."
He is keeping a close eye on another part of Namibia, the Cuvelai Basin in the central north, which experienced severe floods in 2008 and 2009. An area inhabited by a million people - or half the country's population - was inundated. Heavy damage occurred to crops and livestock, while many people drowned.
"Since then we have put up 18 measuring stations in the Oshanas (floodplains) that send us automatic messages on the water levels," explains Van Langenhove.
This year the dreaded Efundja (flood) from Angola has yet to come. "We are monitoring the situation by satellite, but so far the rains in that part of Angola have not developed as normal."
Yet an absence of the annual flood is by no means a blessing for the arid area, the hydrologist said. "It brings fish and people depend on it to fill up their dams for the dry season."
The Limpopo
In Mozambique, where the Limpopo River reaches the Indian Ocean, officials are preparing for the flooding season. "We have some inundation in some areas," says Sergio Sitoe of the Limpopo Water Course Commission. "We are not really experiencing floods as such, but if rain continues to fall heavily we will have floods."
According to Sitoe, on Jan. 16 and 17 alone stations recorded 100 mm of rain. Some people living in the basin have started moving to safer ground after warnings that 7,000 people could be affected if the river reaches the expected two metres above alert levels.
"The impact of floods is always negative," says Sitoe. "Especially for the communities living along the river and using the banks and the lower areas for agriculture. Crops are lost and hunger is on the increase. Communities depend on food aid by humanitarian organisations."
Crops have already been submerged in parts of the Limpopo Basin.
Sitoe adds that teams from Mozambiques Disaster Management Institution INGC are already on the ground to assist and warn communities. A special task force of the Limpopo Commission meets before and during the rainy season to discuss the exchange of hydrological information, while member states also put individual contingency plans in place.
But early systems are not always working the way they should. "The systems are not always reliable. Some HYCOS (Hydrological Cycle Observing Systems) stations are still working, but most of the time it is difficult to get the information when you need it," says Sitoe, explaining that the problem is compounded by flaky internet connections.

I READ the report about singer Fauziah Latiiff helping Palestinian children and I admire her for risking her life by going there to do humanitarian work ("Gaza experience moves singer Fauziah" - NST, Aug 19).
It made me reflect on the fact that we are so lucky here in Malaysia. We live in peace and harmony. Whereas the Palestinians are not sure whether they will be able to see a tomorrow.
It is through God's grace that Malaysia is blessed with peace and the people live in harmony. But, at times, we forget that there are poor people in our country, too.
The report mentioned that if each Malaysian contributed RM1, we could collect RM27 million. Imagine what this money could do.
With this money, we could help eradicate poverty in our country. An honest accountant should be entrusted with keeping track of how this money is disbursed.
The RM1 that every Malaysian gives would be helpful to the poor. While it won't be easy to implement, it could make a big difference.

MELBOURNE, April 14 AAP - Victoria is two weeks into a month-long amnesty on knives
and already bolt action rifles, swords and other weapons have been handed in to police.
Victoria Police launched the knife amnesty on April 1 to give people the opportunity
to surrender any unwanted or illegal items without facing penalty.
It's not just knives being handed over - shotguns, swords, nunchakus, a dart gun, flares
and even a bag of old firecrackers have been surrendered to police.
Country residents are leading the way with the most weapons being handed in at Ballarat,
including various types of swords, knives, dart guns and bolt action rifles and a magazine
containing .22 rounds.
High numbers of weapons have also been handed in in Warrnambool, Werribee and Wonthaggi.
People have two more weeks to surrender unwanted or illegal items.
Last October a Weapons Amnesty resulted in the surrender of more than 1200 weapons
across the state.
Deputy Commissioner Kieran Walshe says police are pleased with the number of weapons
already given up and encouraged people to continue to take advantage of the amnesty.
"It is pleasing to see members of the community have taken advantage of this initiative
and have helped reduce the amount of weapons in circulation," Deputy Commissioner Walshe
said.
"By coming forward it shows people are not only thinking about their safety but also
the safety of the broader community."

The Welfare and Social Services Ministry is reaching out Sunday to thousands of families left bereaved by the country's traffic accidents, by launching a campaign entitled "Returning to the Road of Life," aimed at making them aware of the services and professional assistance available to them.
Aimed to coincide with the World Day of Remembrance for Road Traffic Victims, which takes place annually on the third Sunday of November, the ministry's goal is to highlight the three centers in Tel Aviv, Karmiel and Beersheba that opened in June to assist such families.
"Death as a result of a traffic accident leaves families with a tragic loss," Welfare and Social Services Minister Isaac Herzog said in a statement.
"We need to continue our fight to reduce traffic fatalities; while at the same time giving the families as much assistance as possible. Such a tragedy can haunt families for the rest of their lives," he said.
Simona Steinmetz, the national supervisor for the Traffic Accidents Law at the ministry, told The Jerusalem Post Friday that while support groups for bereaved families have been operating for some time, feedback from the field indicated that people also needed individual assistance from social workers to get their lives back on track after such a tragedy.
"We are working under a 2002 law for victims of traffic accidents," she explained. "This law was created because families expressed the need for help after losing a loved one."
Steinmetz continued: "It's not that we think the families can't cope alone, but our goal is to help them to return to a full life."
She estimated that thousands of people could be eligible for assistance from the service and said there was no limit on how long ago the families were left bereaved.
"Currently we can provide services to roughly 100 people at each center but we can give private assistance to many more people, there are no restrictions," said Steinmetz, adding, "We have not yet reached the limits of our budget."
She said that those who did not live near the three centers could also receive help from a specially appointed local social worker.
The ministry's figures indicate that since the start of 2009, 298 people have lost their lives on Israel's roads, compared to 371 in 2008. Steinmetz said that her data lists 30,460 people who have died on the roads since the founding of the state.
While the services are currently provided only in Hebrew, Steinmetz said that if there was enough demand they could easily be given in English, Russian or Amharic.
"We are also working on providing support groups and services in Arabic," she highlighted, adding that attempts to create such a group in the past had failed.
"We are hopeful that the current campaign will raise awareness," she said.
The ministry's campaign will include advertisements for the new centers and services on local radio, newspapers and on the Internet. Information about the centers and their services can be found at www.molsa.gov.il.
The World Day of Remembrance for Road Traffic Victims was first celebrated nationally by RoadPeace in 1993. Since then it has been observed and promoted worldwide by both non-governmental organization and government authorities.

NSW: F3 reopened after crews retrieve truck
SYDNEY, April 23 AAP - The F3 Freeway has reopened after crews retrieved a truck which
crashed off the roadway, the Road and Traffic Authority (RTA) says.
A 40-year-old truckie was killed when his B-Double crashed off the freeway, plunging
80m down a ravine about 11.30am (AEST) on Tuesday causing traffic chaos on the freeway
near Wahroonga, north of Sydney.
Both truck trailers and the prime mover were retrieved from the bottom of the embankment
by 4am (AEST) on Thursday and the freeway reopened at 6am (AEST), an RTA spokesman said.
"The truck and its load have been removed and the freeway is open in both directions," he said.
Forensic examinations will be carried out on Thursday.
Motorists reported spending 90 minutes travelling three kilometres to pass the crash
scene on Tuesday.

SYDNEY, Dec 18 AAP - A man has died after his truck collided with a horse in northern NSW.
A B-Double truck was travelling north on the Pacific Highway at Mororo, about four
kilometres north of the Iluka turn-off, when it appears to have struck one or more horses,
police said in a statement.
The male driver, believed to be from Melbourne, was trapped in the truck for several
hours and died at the scene.
At least one horse was also dead, police said.
The male passenger, who was hitching a ride in the truck, was treated for shock.
Police attended the scene along with hazardous materials (HAZMAT) staff, who cleaned
up diesel that spilled from the truck as a result of the collision.
It was unclear how fast the man was travelling at the time of the crash.

CANBERRA, Aug 13 AAP - House prices and rents are sky high, and there's more bad news
for those struggling to find a place to live with the supply of public housing is plunging.
Public housing stock has fallen by 25,000 dwellings since the mid-1990s.
That's cold comfort for the 176,000 households who are on the waiting list.
A housing snapshot released by the Australian Institute of Health and Welfare today
shows fewer people are finding places in public housing than two years ago.
The issue needs attention, the institute's housing data analysis unit head David Wilson says.
"The number of public houses is going down in total," Mr Wilson told AAP.
"It certainly has been an issue for several years."
The snapshot shows public housing is increasingly being allocated to the homeless and
to people in crisis, such as single mothers escaping domestic violence.
Mr Wilson said this made it harder for other low-income households to find a place.
"There's been a steady growth in the allocations to homeless people ... they may well
be squeezing out other people," he said.
Mr Wilson said declining government spending was behind the decrease in public housing stock.
State and territory governments are in charge of delivering public housing, while the
federal government pays for some of it.
"Over several years the amount spent on public housing has ... actually been falling
in real terms," Mr Wilson said.
He said there was a push to increase the spending as part of a new housing deal being
worked out between the federal and state governments.
The number of public housing dwellings has fallen from 365,000 to 340,000 since 1995.
According to the snapshot, 28,300 households found public housing in 2006-07, down
from 29,300 in 2004-05.
But the snapshot contained some good news.
More homeless people are being accommodated in public housing - 4,500 in 2006-07.
And once tenants find a public housing place, they are staying on. More than three-quarters
of tenants have lived in their property for more than two years.
Public housing is dominated by single people and single mothers, the snapshot found.
The average weekly income of households in public housing is $332, compared with $1,027
for the general population.

Wednesday, November 14, 2007 -- Gadi Bleicher is stepping down from a position that, over the past 10 years, has provided him a bird's-eye view of how Israelis relate to the English language, and to how "Anglos" teach it here. After being Berlitz Israel's district director from 1997 to 2002, and then its CEO for the past five years, he gives Israelis a grade of six out of 10 for their English proficiency.
His competitors in English language instruction, including the formal education system, fare much worse in his estimation: somewhere between 1 and 2.
Bleicher shoots in all directions, blaming the formal education system for only teaching children how to read and write in English, but not to speak, saying this hampers Israelis as they seek their fortunes overseas. He slams his main competitors ("Wall Street Institute's gimmicks don't impress"); and Hebrew ulpanim ("It's very difficult to learn how to speak Hebrew in an ulpan these days"). Bleicher rejects accusations that Berlitz's pay scale and working conditions are not good enough to attract high- quality new immigrants ("Show me one other organization that absorbs as many olim as we do").
When Bleicher, 40, joined Berlitz in 1997, the company had three schools in Israel. Ten years later there are nine, teaching mostly English, but also Chinese, Japanese, Italian, German, Arabic and many other languages, including Hebrew. Berlitz is also the exclusive supplier of language- teaching services to various state and corporate bodies, including the Foreign Ministry and several of the security services.
He also developed live instruction through the Internet at Berlitz Israel, something that has been adopted by Berlitz worldwide.
Bleicher spoke with The Jerusalem Post recently at the end of this impressive tenure, summing up his time at Berlitz and giving his opinions about how the English language instruction industry is faring in Israel.
You've been a manager at Berlitz for the past 10 years, the first five as a district director and the last five as its CEO. What is your impression of the Israeli who walks into your school for the first time to learn a language, specifically English?
"Israelis are characterized by assertiveness and self- confidence. I think that in general Israelis feel comfortable using the amount of English they have acquired. Other people from other cultures may feel less comfortable using their English abroad or among other English speakers, and they would feel less confident about speaking and making mistakes. Israelis don't mind so much if they talk with mistakes. I believe that you can see this confidence when you look at how many Israeli start-ups there are and how global they go.
"Israelis are in general daring and motivated to learn. This is also evidenced by the fact that Berlitz Israel has more lessons per capita, by far, than any other country in the world that has Berlitz schools. We're in countries with vastly larger populations than Israel, but per capita, we teach more here than anywhere else in the world. This shows you that Israelis are motivated to learn languages, for a variety of reasons, including the ability to do business on the global stage.
"Because Israel is so small - it is not Germany with over 70 million people - Israelis are always trying to export their skills, companies and services. And this requires knowledge of languages. In the 1970s Israel exported a lot of agricultural innovations and products. After that there were all sorts of industries being exported. And now the big export is hi-tech."
What have you learned and seen from the other Berlitz schools you have visited all over the world? Is there anything unique in the Israeli experience?
"The experience varies from country to country. One thing that stands out in Israel is that the Berlitz centers here innovate all sorts of pedagogic techniques and ideas on average more than in other places. I've already mentioned the high ratio of lessons per capita. I would say that things here are more intensive than in most other countries."
What grade would you give Israelis as a whole on their level of English?
After some reflection, Bleicher responds, "A six. Between a six and seven. Many people here speak English, in many cases it's bad English, but they speak. I very much respect that Israelis take what little English they know and stretch it as far as they can when they travel and when they do business."
How do you rate the level of English taught at state schools?
"Israeli children are not taught to speak at school. They are taught grammar and comprehension, but they cannot speak in English, even after they matriculate. That's a mistake. They are just not taught to speak in English. When you put 40 kids in a class, it's really hard to teach them how to talk. It's easier to teach them reading, writing and comprehension. Besides that, Hebrew and English are vastly different. Even with all the exposure to English through channels like MTV and films, you can't expect Israeli children to be able to absorb all that language and be naturally able to speak it."
What do Israelis tell you about their feelings toward the English language?
"Most Israelis that I come across who enter our language school say they want to learn, that it's important to them, that they need it. I'm generalizing here, but the majority of them come to learn English as a goal that they have set themselves."
What feedback are you getting from people who study at your school?
"We've carried out three major surveys in the past decade, and we've found that 44 percent of the people who have studied at Berlitz got there through word of mouth. Many of our students study several levels of a language, and this takes time. In many cases people come to learn from anywhere between six months to one year, two or three times per week for several hours a day. The feedback I get is that people tell me the lessons have helped them immeasurably in their lives, that it has opened doors for them, that they enjoy their trips abroad more, those kinds of things. Sixty-five percent of those coming to Berlitz come to learn English."
Some people complain of poor working conditions and low salaries at Berlitz schools. Others say Berlitz misses a huge opportunity to hire new immigrants as teachers, especially those from Anglo countries, because the pay is low compared to salaries back home.
"In 1992, Berlitz Israel opened up as a subsidiary of Berlitz worldwide. We have anywhere between 400 to 500 teachers, some who work part-time and some who work on a full-time basis. A very large percentage of these teachers are now, or were at some stage, new immigrants. About a quarter of them have been with us for over 10 years. I have quite a few teachers who have been with Berlitz for 14 years. Most of the top Berlitz managers have been with us for over five years. We've had good times and we've had bad times, but many people have chosen to stay with us.
"Secondly, what you earn as a teacher depends on what you teach, how often you teach, and how well you perform as a teacher. I have more work for an English teacher than I have for a Korean teacher, because there is more demand for English. It's quite possible that a teacher of Korean won't have many classes and I can't pay him much."
Yes, but many Anglo immigrants come to Israel and say they won't take a job with Berlitz because the wages are too low.
"I don't think I have a problem with finding work for Anglo immigrants. I would even venture that Berlitz is one of the leading immigrant-absorption organizations in Israel with regards to employment. All of our teachers are people who arrived from overseas, with either a first or second degree, and they teach their mother tongues. I can't think of even one other organization in this country that absorbs dozens of immigrants every year for employment.
"It's also one of the few places that teachers can, if they load their schedule appropriately, earn the same salary as salespeople. If a teacher says he or she is available five days a week, they will earn more than someone who works less, obviously. If a teacher is only available for two afternoons per week, we can find him or her a job, but they won't earn much."
Bleicher declines to say just how much Berlitz teachers earn, reiterating only that the salary depends on how much they teach, how long they've been teaching and on their performance.
Teachers undergo one week of training, after which Berlitz has them sign a contract promising that if they leave before nine months have passed, they must pay a penalty of more than NIS 1,000.
Starting pay ranges from NIS 29 to NIS 32 per 45- minute lesson unit, depending on the location of the school. After a few months, teachers can earn a few shekels more per unit. If you "do charter," that is work outside of the center, at community centers, for example, it's slightly more.
English teachers at the competing Wall Street Institute are paid between NIS 25 and NIS 29 per one-hour lesson unit to start, with opportunities for bonuses. A nine-month commitment is also mandatory, as well as a two- week training seminar at NIS 20 an hour. Working five hours per day, five days a week, a starting teacher at a Wall Street Institute school earns roughly NIS 3,000 per month.
Several former and current Berlitz Israel employees contacted by the Post this week had a range of comments about their place of employment. Some praised the flexible nature of the job, while others complained that even if one were to work full-time, the salary would not be enough to support a single-income household. Several new immigrants said they were depressed at the low salaries offered at the language schools. Many former Berlitz and Wall Street English instructors now teach privately.
Teachers' wages in the state education system are the lowest in the industrialized world, according to the Organization for Economic Cooperation and Development, with starting educators earning NIS 2,400 [$600] per month.
"I'm not comparing salaries in the education system to salaries in hi-tech," Bleicher says. "You should compare salaries within the education sector. People at Berlitz earn salaries that are at least double, and in some cases triple, what someone in the government education system earns. In comparison to my competitors and the formal education system, people at Berlitz earn respectable salaries.
"We also offer people interesting career paths. All Berlitz positions are first made available to those already inside the system. Employees who have started with us as teachers went on to become regional sales agents, pedagogical managers, language school managers and so on. They moved on to management positions without ever having any management education or experience, and I think Berlitz is unique in that it provides its employees opportunities like those. We also have positions for cultural consultants that advise businesspeople on the intricacies of foreign cultures and codes before they embark on business overseas."
Why do you think more new immigrants don't want to work at Berlitz?
"Unfortunately, Berlitz Israel can only offer a limited number of positions; I wish I could offer more. I wish there were more places like Berlitz that could absorb more immigrants. Most of the people who work at Berlitz now, and in the past, were at some stage new immigrants. You can only teach your native language at Berlitz."
Why do you teach Hebrew? Aren't ulpanim much more popular and effective?
"It's becoming increasingly difficult to learn how to speak Hebrew in ulpanim these days. Many people go to ulpan and don't learn. For new immigrants, the government pays for ulpan, and naturally private language schools are better.
"In an ulpan, you sit with a lot of people in the class, and among the set of four skills [reading, writing, comprehension and speaking], what you're not going to learn is how to speak. And what you want to do as a new immigrant is learn how to speak. It's not critical if you're a new immigrant to be able to read and write at a high level, you'll find that immigrants continue to read in their own languages. But to talk is critical: You want to talk to people, to communicate and connect, and this is the first thing you're taught to do at Berlitz."
What's the average level of English displayed by a teenager who comes to learn at Berlitz?
"It depends. Some parents who have just returned from overseas postings [private or state] bring their children to us so that they can maintain and build on their level. These kids usually have strong English.
"Other parents want to give their kids a head start in English, something beyond what they get in the formal education system with 40 kids in a class. They want their kids to learn how to speak the language with confidence. In our kids' programs, 95% of the lessons are English. For the adults, it's somewhere around 70%. But I think our formal education system is undergoing some necessary changes."
What is your opinion on your competitor, the Wall Street Institute, and its practice of speaking only English from the minute a student walks into their school?
"We don't have any real competition that gives all the services that Berlitz gives. There is competition in specific markets like children and business clients, but nobody that provides all around services. Wall Street competes with us only on the consumer sector and only in English."
The Wall Street Institute is a large concern, with 420 learning centers in 23 countries, teaching about 200,000 people. [Berlitz has 450 centers in 60 countries]. Wall Street has nine language centers in Israel and claims to be the largest school for the instruction of the English language in the country. Repeated requests to speak with a Wall Street Institute representative were unsuccessful.
What's the state of the English language teaching industry in Israel today?
"The English language instruction industry in Israel is well developed, but very fragmented. There are many private English teachers, many of them. There are students who teach English. There are many small, localized teaching companies. There are companies that teach only children, or only corporate clients."
That sounds like a healthy industry, wouldn't you say?
"Like everything, there are advantages and disadvantages. One of the disadvantages is that with this much fragmentation and people doing their own thing, it is very hard to set even a minimal standard of instruction, let alone a unified standard. As a result of this, you have a lot of people who are learning the language with unqualified teachers. One of the basic things that you need to look for when you decide on a place to study is to make certain that it has well-developed teaching materials, a solid teaching system, a recognized teacher-training program, and that the place has experience and a good reputation. Berlitz is the only company in the field of language instruction in Israel that has the ISO [International Organization for Standardization] certificate, which is only granted after your institution has undergone intensive examination by your local government standards authority.
"Now if you study at a language school that is not particularly good, and you come out of there without successfully learning the language, you're most likely to blame yourself. This is not good, and it's a pity, because you may have the potential to learn languages but you've just chosen the wrong place to go study. In this regard, because there are so many players in the field at so many different levels, I see the industry fragmentation as negative."

A search and rescue policeman says four people are lucky to have survived a plane crash
in rugged terrain in Victoria's high country.
A pilot was forced to crash land the Cessna aircraft in rugged terrain in Victoria's
high country about 6 pm (AEST) yesterday .. and a search will be expanded this morning.
They're stranded on Mt Baw Baw .. east of Melbourne.
They were on a flight between the NSW south coast town of Merimbula and Essendon Airport
in Melbourne.
The pilot brought down the plane in a remote area .. six kilometres east of the Mt
Baw Baw township.
Sergeant VICTOR VELTHUIS says he's amazed no-one was seriously injured in the crash.
He's told Southern Cross Broadcasting the pilot phoned Australian Search and Rescue
.. and his wife .. after the crash .. but police haven't been able to contact anyone on
board since .. probably because of poor mobile phone service.
Temperatures dipped to minus two degrees in the area overnight.

The 35-year-old man was run over by two vehicles on Mulgrave Road outside the Showgrounds
Shopping Centre in Cairns at about 9.30pm (AEST) yesterday, police said.
It was raining heavily at the time of the incident, and police said motorists would
have been unable to see the man.

Jan. 25 -- QUESTION: For some odd reason, I cannot get Windows 98 to start up normally, 30 seconds counting off. I can either wait for the 30 seconds to elapse or hit enter, and the machine then boots correctly. But it is still annoying. I even tried re-installing Windows 98 to no avail.
I've checked the system for problems using Norton Utilities, but it reported nothing out of the ordinary. What can I do?
ANSWER: You don't say whether Windows 98 came installed on your system or whether you upgraded from Windows 95. But we'll take this opportunity to remind Windows users that whenever possible, remove earlier versions before installing Windows 98. Many of the problems reported by new Windows 98 users are on systems in which the new version was installed on top of Windows 95.
Matt Raykowski, a technician at Chiphead's Computer Repair in Minneapolis, suggests you use Notepad or another text editor to check the MSDOS.SYS file, located in your C: directory, to make sure the settings are correct.
Here's what a freshly installed Windows 98 MSDOS.SYS file looks like:

The problem you describe is often caused by an incorrect BootMulti setting. If the line in your MSDOS.SYS file does not say "BootMulti=1," edit it to do so, save the file and reboot.
When modifying any system files, be sure backup the original before making any changes, just in case to need to restore it later.
Q: I have been trying to send video clips and photos via e-mail to a friend, but she hasn't been able to open any of them. I have sent these same files (all are .jpg, .bmp and .avi files) to other friends, and they tell me they were able to read them with no problems whatsoever.
My friend uses Eudora as her mail program. Might that be the problem?
A: Probably not. More likely, your friend does not have the necessary software installed on her system to read the files you are sending.
But don't worry, that problem can be fixed fairly easily.
Windows users should be able to view bitmapped image (.bmp) and Video for Windows (.avi) files using the Windows Paint and Media Player applets that are included with the operating system. If your friend has not installed those programs, she can do so using the Windows setup disks. Photographs saved in the Joint Photographic Experts Group (.jpg) format can be viewed using your Netscape or Internet Explorer browser, most third party image editing programs, or on one of the many shareware or freeware image viewers available on the Web at www.download.com.
Mac users can use the Quicktime movie player to view .avi files. As for the .bmp and .jpg files, GraphicsConverter and JpegView are among some of the more popular graphics viewers and editors for the Mac.

Destiny Reports Third Quarters Financial Results.(Financial report)
Destiny Media Technologies announced results for the quarter and period ending May 31.
In a release on July 14, the Company noted that revenues of $1,176,473 are the highest in the company's history and reflect an increase of 40 percent over the previous quarter and 24 percent over the same quarter in the prior year. Income before income taxes of $324,720 is 33 percent higher than Q3 2010.
Company CFO, Fred Vandenberg said, "While we are pleased with our growing profit, we are continuing to build the foundations for future revenue increases with a current focus on creating local support and addressing area requirements for other international markets including France, Germany and Japan and increasing usage where penetration is strong. We expect new expenditures from expanded development, support, sales and marketing staff to result in positive impacts to both revenue and net income. After the quarter, we settled three long running legal disputes where we received intellectual property rights and a lump sum settlement amount of $600,000 which is not yet reflected in the financial results. We expect a significant reduction in legal costs associated with this dispute."
According to company CEO, Steve Vestergaard, the period was one of great progress for the company. "We received what we consider to be an extremely valuable patent for watermarking. This proprietary technology is a solution for owners of both video and audio content who wish to protect their content from piracy."
Vestergaard said, "We signed a number of new and renewal agreements for our Play MPE service, including a renewal of our global agreement with Universal Music and a number of independent and international regional major agreements. The partnership we announced in May with a subsidiary of Dentsu for Asian distribution is expected to impact Q1 2012."
"We've been investing aggressively in infrastructure and engineering, with three Clipstream projects, a complete rewrite of the Play MPE system and a major integration with a third party scheduling and reporting system with the various initiatives under development for up to three years. AFDB APPROVES USD 12 MILLION FOR SEYCHELLES SUBMARINE CABLE PROJECT.
TUNIS, Tunisia -- The following information was released by the African Development Bank (AfDB) Group:
The Board of Directors of the African Development Bank (AfDB) approved on Wednesday, a USD 12 million senior private sector loan to finance Seychelles East African System "SEAS".
The project is designed to connect Seychelles to global internet exchange centers using high bandwidth link at lower costs.
The SEAS project will be co-financed by the European Investment Bank, and equity contributions split between the three shareholders: Seychelles government, Cable and Wireless Seychelles and Airtel.
The Project entails engineering works, sea survey, construction and roll-out of a submarine optical cable system and associated equipment to link Seychelles (Victoria, on Mahe Island) to Tanzania (Dar-el-Salam).The system comprises a pair of optical fibers as well as termination equipment at both ends. It is configured to provide 32 wavelengths, allowing a maximum throughput of 320 Gbit/s. From Tanzania, Seychellois telecom operators will have access to international connectivity.
Mobile phones and internet use in Africa has helped to broaden markets, create better information flow, reduce transaction costs, reduce expensive physical transportation, and improve revenue yields.
In this regard, the project represents considerable infrastructure investment in the country, and will enable Seychelles to link up to other regional ICT infrastructure. It is expected to reduce broadband service costs, and provide alternate and more competitive traffic route.
Furthermore, the project will provide Seychelles businesses with advanced and cost-effective technology that would make them more competitive. The project sponsors will be the immediate beneficiaries as they can access better and higher quality non-satellite international interconnection.
Other telecommunications operators will benefit from the cable's virtually unlimited capacity which can be leased at lower cost compared to satellite connections. The availability of high quality ICT services will also have considerable impact on other sectors. It will promote modernization in health, industry, education, and business infrastructure.
Overall, the project will propel and sustain improved business environment that would yield higher revenue in terms of VAT entries. Besides, diversification of the economy and the creation of higher value adding jobs will leverage economic growth which will bring in additional excise revenues for government.
The project is aligned with the Seychelles' National Information and Communication Technology Policy established in 2007. It is also consistent with AfDB 2008-2010 ICT and regional integration strategies, which recognize the crucial role played by infrastructure in supporting intra-regional and global trade as well as market integration. Finally, as the Bank's first Public-Private Partnership project in Seychelles, SEAS is consistent with AfDB objective to diversify its private sector operations.

Mintel Comperemedia Survey Indicates Consumers Like Bank Branches over Internet.
A new survey from Mintel Comperemedia, a service that provides direct marketing competitive intelligence, shows people would still rather contact their bank at a branch than online or through email.
Two in three adults (65 percent), Mintel's survey said, say they prefer to get up close and personal at a bank branch to communicate, while three in seven (43 percent) like the phone for its real person, real time qualities. Only 44 percent of survey respondents, the survey found, say they like logging on to a bank's secure website, while one-third (34 percent) choose email as a preferred method of bank communication.
"When it comes down to it, people still crave personal contact when communicating with banks. Talking in person or over the phone brings on feelings of familiarity and confidence, which are especially important to consumers in light of the financial crisis," said Susan Wolfe, VP of financial services at Mintel Comperemedia.
However, websites and email remain avenues for customer-to-bank contact, Mintel said. The survey said young adults, especially, are likely to prefer online and email communications when they want to contact their banks. Over half of Echo Boomers and Gen Xers (52 percent each) say they like reaching their bank through a secure website, Mintel said.
"Though people have clear preferences for how they like to contact their banks, they aren't as opinionated about how their banks contact them," said Wolfe. "Banks need to be mindful that every customer has different communication preferences, so they should offer multiple points of contact."

Pero si el tostador sale volando por toda la cocina sera mejor que llame a los cazafantasmas o, como a ellos les gusta que les llamen, investigadores paranormales. Aunque tal vez no haya muchos enlistados en la seccion amarilla, muchos cazadores de fantasmas dicen que su profesion ha ganado mas popularidad gracias a los programas de television y el Internet.
Y sea por buscar la causa de las luces danzantes y las figuras de sombras en el cementerio de Naperville o tratar de desmentir el mito de los estudiantes decapitados en el bosque de Independence Grove cerca de Libertyville, estos agentes de las apariciones dicen que nunca habian estado mas ocupados como en anos recientes.
"Todos han visto la pelicula (de los Cazafantasmas), y es divertida," dijo Henry Pena, fundador de la Sociedad de Cazadores de Fantasmas de Chicago. Ursula Bielski, fundadora de Chicago Hauntings Tours y autora de libros paranormales, dijo que habia tenido experiencias con lo paranormal en el lugar donde crecio, Wrigleville, pero nunca se detuvo a pensar acerca de eso. Cuando joven le intrigaban las historias de sus familiares, pero no fue sino hasta que estudiaba en la que ahora es Benedictine University en Lisle durante mdiados de los anos 80 que encontro lo que gustaba.

Segun los investigadores, las herramientas basicas para una investigacion incluyen un lector de campos electromagneticos (EMF), una grabadora o camara de video, un compas, visores nocturnos y una mente abierta "Es una caja de herramientas muy simple la que tienen los investigadores," dijo Bielski."Pero gracias a la TV y las peliculas, la gente espera verte venir con equipo mas sofisticado y cientifico."
Todo aquel que hace el recorrido con Daine Ladley en el Ghost Tour en Naperville tiene la oportunidad de usar el EMF para ver si ellos encuentran un lugar frio. "Nosotros los cazafantasmas sabemos lo excitante que es cuando el medidor se vuele loco porque hemos encontrado algo, entonces es muy importante dejarle saber a nuestros visitantes que lo intenten y ver si tienen suerte," dijo Ladley. "Encontramos mas actividad en frente de Pfeiffer Hall en el colegio North Central donde Charlie Yellow Boots murio (la leyenda cuenta que era un guardian que se colgo para matarse).
